==Efficiency== One indicator to measure the technical efficiency of water utilities is the level of [[non-revenue water]]. In a well-managed utility that level should be below about 25%. In Johannesburg, the estimated level declined from 44% in 2003 to 31% in 2006. In Durban it stood at an estimated average of 31% between 2002 and 2006. In Cape Town the estimates fluctuated significantly between 10% and 37%, suggesting that the estimates may not be reliable.
