Neither do comments or a lecture made ''by'' Rashidov. Nor do articles ''by'' Rashidov. That leaves the Gabrovo News and Digital Industry, but I can't find the content you're referring to, so I have no idea if these constitute significant cover ''of'' Rashidov. :Now, Rashidov might be notable for other reasons; that would require more research. But I think you're kind of getting notability in the Wikipedia sense not quite right. The idea isn't trying to simply find things Rashidov did or said, the goal is to find reliable sources, independent of Rashidov, that are covering, discussing, describing, or analyzing Rashidov, and not just passing mentions.
