As far as I can tell from the descriptions and the same image having been selected to illustrate both, these are the same thing. I was led to these by the [[Turkish towel]] disambiguation page, which has one entry improperly blue-linked to three different articles, including these two. I don't suppose it matters much which of the articles is the merge target. The [[Peshtemal]] article was created much earlier, but it has only one reference whereas [[Fouta towel]] has several.
