Messing up this template will break many, many things.
It's not only used for the issue pages, but also for Signpost transclusions elsewhere.
That in mind:
The parameters being passed to this template are as follows.
{{{1}}}: display style
          "1", "2", "3", "4" in normal use; "5", "6", and "7" are special
{{{2}}}: running number of the section in the issue
          "1", "2", "3", etc, up to the limit (currently 22)
{{{3}}}: issue date. Appears in the page titles of the articles and the issue pages.
          "2022-02-27", for example
          (as in "Wikipedia:Wikipedia Signpost/2022-02-27/Arbitration report")
{{{4}}}: section name. This is also part of the link to the page.
          "Arbitration report"
{{{5}}}: section title. This is a headline for the article.
          "Parties remonstrate, arbs contemplate, skeptics coordinate"
{{{sub}}}: section title. This is a headline for the article.

Note the bizarre switch for {{SUBPAGENAME}} -- this is... part of the sidebar on each article itself. Basically, when it's invoked from Wikipedia:Wikipedia Signpost/Templates/Signpost-article-comments-end, it will ALSO transclude this... and bold the link to the article. It's so goofy for it to be this way, but whatever.
