Calling Diyarbakır a Kurdish city in the first sentence gives a false impression of ethnic exclusivity and political status. Diyarbakır is a multi-ethnic Turkish city with a large Kurdish population.

It is apparent that both the city and the province are the same, single local government entity. Diyarbakır is among the [[metropolitan municipalities in Turkey]]. İstanbul Province was merged with [[İstanbul]] not a long time ago, see [[Talk:Istanbul/Archive 10#Proposed merge with Istanbul Province]]. This is the same case as the [[List of cities in Vietnam|6 cities of Vietnam]], which are essentially provinces (not true cities). :Support per nom. The article for the "city" covers a lot of material that is not limited to the city itself but the whole province. There is no meaningful distinction between the scopes of the two articles. Merging them is the best solution.
