There is no "LNA-controlled Libya article" so i think merging them is the best solution.

If you compare it to other rival governments [[Government of Peace and Unity]], [[Syrian Salvation Government]], [[Syrian Interim Government]] & [[Government of National Stability]] all have normal country-based articles others have government articles.
